This item is pre-owned and in very good condition. There are no markings that I can see, so I do not know where, when or by whom this was made.  It is about 6” diameter at the widest point, tapering to 5” diameter at the edge, and 3-1/2” diameter at the base.  The bottom has a raised starburst pattern.  I do not see any chips, cracks, etc. It is a very lovely dining table accessory and collectible item!
