the Leader and Assistant Leader of a troop.
(I notice that in the current catalog, the designations are worded differently: "Troop Pathways and VIT") It measures approximately 1/4 inch X 7/8 inch, and comes NEW on an official Girl Scout card.  You can see the old logo that was replaced in 1980, making this is
at least 40 years old
