This pin is worn by the Brownie Girl Scouts, and shows that a girl is a member of the Girl Scouts at the Brownie Girl Scout age level. It is worn on the Brownie Insignia Tab on the left side of the uniform, centered above the heart. This pin has a clutch back.
I do not know how old these Brownie Pins are but they have been in my possession since around 2003 to 2005 when I owned an antique/junque store.  I purchased these at an auction probably...or a garage sale.  original and on their original cardboard tags.  The UPC code is on them and we started putting UPC codes on products back in 1973.
