Additional information received from a fellow eBayer (thank you!!!): "
This appears to be a Parents' Lapel Pin for the GS Golden Eaglet Award, the highest Rank in Girl Scouting in the mid to late 1920's. Designed by Fraser ( the Designer of the Indian Head Nickel) one is displayed at the Cowboy Hall of Fame, Oklahoma City, OK."

Another eBay says there were 3 sizes, 1/2, 7/8 and 1 1/8 and that the 7/8 size is hard to find. He says that "Juliet Low would pin these on the girls when earned.. "Founder of Girl Scouts."    Here is a link for more information: https://www.vintagegirlscout.com/golden-eaglet
