Most of the discussion centered on who would be the signifier, the Ministry of Defense or Yad Vashem, when World War II veteran organizations favored giving the signal by the Ministry of Defense because it would be more of a military character than a signal of a civilian nature to be awarded by Yad Vashem.
In 1965 it was decided to set up a committee to design the letter and it was decided that it would be divided by the Ministry of Defense. The letter was officially created on June 8, 1967, and was first distributed on Holocaust Remembrance Day in 1967 at a state ceremony attended by Israeli Prime Minister Levi Eshkol.
