This council merged with others and is now disbanded. This is for a Beautiful Girl Scout COOKIE VOLUNTEER PIN. It says “GSFWC” and the council is in Flint, Michigan. It looks like there is a clear coating over the metal giving the pin a deep shiny gold look. There is a #2 Medallion hanging from it. It has a tie tac back.
