Quartermaster The Surface Warfare Officer Belt Buckle, N53-91

This came to me from a relative's collection. I have done my best to research this and figure out what it is. If you see an error, please let me know so I can correct it.
Box has no top. Paperwork is in the bottom of the box. Belt buckle looks to be new/never used and is in great shape
