Unusual 1930s-40s Pressed Steel Vintage Toy Airplane w/ Cardboard Wings & Pilot

This is a very unusual vintage toy airplane that I have searched and searched for online and could not find one like it. It resembles the Wyandotte Co. toys but on the wings it is marked with the letters
SH
. It is very unusual in that the wings, the back tail, and the pilot are all made of a very thick cardboard whereas the front propeller and the main body of the plane are pressed steel. It has the original rubber wheels which are quite worn. The left side wing has a grommet that I'm guessing you could use to tie a string and fly it in a circle.
I do not know the maker and I'm guessing the date is during WWII as they tried not to use too much metal for anything except the war effort. It measures 5.75" long x 6.5" wide (wing span). Overall condition is very nice considering that the wing would have been damaged so easily. Everything is intact and still very solid. Most likely a very hard-to-find airplane toy.
