Vintage made Israel bronze/brass letter/napkin holder graphics children ? cherub

Not sure what the picture is ! It looks like children or fairies.  To me, one looks like she's blowing a horn, one looks like she's reading a book, There is also what looks like PEER engraved on the inside plus a little sticker or some type of graphics as well on the inside. Maybe it's a vintage price tag.
